Tabitha M. Raver and David R. Scott, Jr., were among the fifteen indictments handed down by the Knox County Grand Jury on August 20, according to Knox County Prosecutor John Thatcher. Raver, 27, and Scott, 38, Mount Vernon, are accused of felony child endangering in connection with the death of four year old Kendrick Breece, on August 12. Raver and Scott are currently in the Knox County Jail. Thatcher said the investigation into the child’s death continues, and additional charges will likely be presented to a Grand Jury when the investigation has been completed. Detective Craig Feeney, Mount Vernon Police Department, is investigating the case.

Clinton W. Horlacher, 27, Centerburg, was indicted on charges of aggravated vehicular assault and operating a vehicle under the influence of alcohol. Thatcher said on July 29 at about 2 a.m., Trooper Paul Shore, Ohio State Highway Patrol, was dispatched to a one vehicle roll over injury crash on County Road 23. Thatcher said Horlacher was allegedly driving under the influence of alcohol, and his female passenger sustained serious injuries as the result of the crash.

On August 11 at about noon, Curtis W. Hull, 29, Mount Vernon, allegedly seriously injured a 52 year old male victim during an assault on North Gay Street. Hull is accused of felonious assault. Patrolman Travis Tharp, Mount Vernon Police Department, investigated the case.

Bryan F. Lamb, 26, and Justin T. Rose, 27, both of Mount Vernon, face charges of felonious assault for allegedly seriously injuring a 48 year old male victim the night of May 25. Deputy Courtenay Biggs, Knox County Sheriff’s Office, investigated the case.

Jacob S. Sturgell, 25, Mansfield, was indicted on an arson charge for allegedly setting fire to an unoccupied structure, on July 16, 2010. Detective James Ferenbaugh, KCSO, investigated the case.

William E. Whaley, Jr., address unknown, Fredericktown, is accused of breaking into a Fredericktown church on June 26, and then possessing the audio and video equipment stolen from the church. Whaley also faces burglary and theft charges for allegedly breaking into a Fredericktown residence and stealing a debit card and a bottle of prescription pills. Thatcher said Whaley’s whereabouts are unknown, and anyone with information about him should contact the Fredericktown Police Department at 740-694-9222 or FPD dispatch at 740-397-3333. Lieutenant Jay Sheffer and Officer Nick Holdren investigated the case.

Jonathan R. Flack, 39, Mount Vernon, faces charges of illegal manufacture of drugs, illegal assembly or possession of chemicals for the manufacture of drugs, endangering children and having a weapon while under a legal disability. Thatcher said on August 7, Flack was allegedly cooking meth in a Columbus Road residence while two children were present. Knox County Sheriff’s Deputies responding to the scene allegedly found a shotgun at the residence. According to the indictment, Flack is prohibited from possessing firearms due to prior convictions for trafficking in LSD and marihuana, in 1997, and for aggravated possession of drugs, in 2005. Lieutenant Detective Gary Rohler investigated the case.

Elizabeth R. Snyder, 19, Mount Vernon, gave birth on July 22. Thatcher said the baby’s drug screen was allegedly positive for opiates. Snyder is accused of corrupting another with drugs and endangering children. Detective Tom Bumpus, KCSO, investigated the case.

Rachel M. Black, 28, Bladensburg, is accused of deception to obtain dangerous drugs and illegal processing of drug documents. Thatcher said on June 1, Black allegedly called in a fraudulent prescription for Tramadol to a Mount Vernon pharmacy. Detective Feeney investigated the case.

Jennifer L. Burns, 27, Mount Vernon, faces a charge of aggravated possession of drugs. During an arrest for a probation violation on June 13, Burns was allegedly found in possession of an 8 mg. Dilaudid pill, without a prescription. Deputy Brandon Minot, KCSO, investigated the case.

On June 19, Denise J. Haignere, 48, Mount Vernon, allegedly stole a purse containing three credit cards while she was shopping in a Mount Vernon store. Patrolman Jason Payne, MVPD, investigated the case.

On April 28, Andria J. Chapman, 52, Mount Vernon, allegedly stole a credit card from a co-worker, and then used the card at four locations. Chapman was indicted on charges of theft, receiving stolen property and misuse of a credit card. Patrolman Mike Wheeler, MVPD, and Deputy Max Huffman, KCSO, investigated the case.

According to the indictment, Steven E. Davison, Jr., 23, Mount Vernon, has been required to register as a sex offender since entering a guilty plea to sexual battery, on November 5, 2010. Thatcher said on August 3, Davison allegedly failed to register an accurate address with the Knox County Sheriff’s Office, and he is charged with failure to register as a sexual offender. Detective James Dechant, MVPD, and Adult Parole Officer William Baer investigated the case.

Arraignments in these cases, before Judge Otho Eyster in the Knox County Court of Common Pleas, are scheduled for September 7 at 9 a.m.
